Get Filtered Notification Groups Look Up

Tier: Public — stable, supported for third-party integration.

Returns an OData-paged id/name lookup list of notification groups in the caller's organisation. Any authenticated user may call this, regardless of the LocafiModule.NotificationGroup permission.
